"On June 24, 2025, the State Food and Drug Administration (SFDA) issued Announcement No. 61 to improve the oversight of cosmetic raw materials and support innovation in the cosmetics industry. This announcement updates the management approach for the Catalogue of Used Cosmetic Raw Materials (referred to as the “Catalogue”) in line with the Regulations on the Supervision and Administration of Cosmetics. Key Points: Catalogue Structure and Criteria: The Catalogue is now divided into two lists: Catalogue I: A revised version of the 2021 list, with standardized ingredient names (Chinese, INCI, and English), removal of the “maximum historical use of products” field, and updated remarks based on safety technical standards. Catalogue II: Includes ingredients whose 3-year post-registration safety monitoring has concluded with no issues. Two new ingredients have been added: * N-acetylneuraminic acid * β-alanyl hydroxyprolyl diaminobutyric acid Ongoing Updates: SFDA will establish a dynamic adjustment mechanism to regularly update the Catalogue in response to scientific advancements, industry developments, and regulatory needs. Publication Changes: The SFDA will no longer release Catalogue updates via announcements.
