On February 20, 2026, Brazil circulated Addendum G/SPS/N/BRA/2429/Add.1 to the World Trade Organization (WTO) Committee on Sanitary and Phytosanitary Measures (SPS), notifying the adoption of Draft Resolution 1355 (24 October 2025). The draft measure was formally adopted as Normative Instruction No. 422 of February 11, 2026.
The regulation, issued by the National Health Surveillance Agency (ANVISA) amends the monograph of the active ingredient T59 Tannins in the Monograph List of Active Ingredients for Pesticides, Household Cleaning Products and Wood Preservatives, originally established under Normative Instruction No. 103 of October 19, 2021.
Separately, Anvisa also adopted Normative Instruction No. 423 of February 11, 2026, providing for the inclusion of the monograph for the active ingredient O24 – Ocimum gratissimum in the same Monograph List of Active Ingredients.
The addendum concerns the notification of adoption and publication of the final regulation. The final texts are available in Portuguese. A 60-day comment period from the date of circulation of the addendum is provided, ending on April 21, 2026.
