On July 16, 2025, the WTO circulates notification from the European Union regarding a Draft Commission Regulation to amend Regulation (EC) No 1223/2009 (Cosmetics Regulation). The draft proposes updated restrictions and authorisations for the use of several substances in cosmetic products, based on recent scientific assessments by the Scientific Committee on Consumer Safety (SCCS).

Key measures proposed:
1.Prohibition in Annex II of:
-Triphenyl Phosphate

2.Restrictions in Annex III for:
-Water-soluble zinc salts
-Citral, Geranial and Neral
-Benzyl Salicylate
-Aluminium-containing ingredients
-Acetylated Vetiver Oil (Vetiveria zizanioides, ext., acetylated)
-HC Blue No. 18 (hair dye)
-HC Yellow No. 16 (hair dye)
-HC Red No. 18 (hair dye)
-Hydroxypropyl p-phenylenediamine and its dihydrochloride salt (hair dye)

3.Authorisation in Annex V for:
-Ammonium Silver Zinc Aluminium Silicate as a preservative

4.Restriction in Annex VI for:
-Diethylamino Hydroxybenzoyl Hexyl Benzoate (DHHB) as a UV-filter

The proposed date of adoption is set for the first quarter of 2026, with the regulation expected to enter into force 20 days after its publication in the Official Journal of the European Union. The final date for submitting comments on the draft measure is September 14, 2025.
