On 10 February 2026, World Trade Organisation (WTO) circulated TBT notification on behalf of the notifying member, China (State Administration for Market Regulation), through the Standardisation Administration of the People’s Republic of China, which has notified a comprehensive 48-page draft national standard titled Regulations concerning road transport of dangerous goods - Part 5: Consignment requirement. The standard applies to the road carriage of high-risk chemical substances and products classified under HS Chapters 28, 29, 30, 31, 32, 33, 34, 36, and 38 (ICS 03.220.20), including inorganic chemicals, organic compounds, pharmaceuticals, fertilisers, dyes, essential oils, soaps, explosives, and miscellaneous chemical products.
The draft establishes rigorous requirements for consignment procedures, encompassing:
1. Detailed specifications for marks and labels on packages, composite packaging, and mixed packaging
2. Mandatory placarding of vehicles and containers
3. Standardised transport documentation and information obligations
The measure is explicitly justified by the need to protect human health and safety, animal and plant life, and the environment. It forms part of China’s broader effort to strengthen the safe and orderly movement of dangerous goods by road.
