On 10 February 2026, the World Trade Organization (WTO) circulated TBT notification on behalf of the notifying member China.(State Administration for Market Regulation) acting through the Standardization Administration of the People’s Republic of China.
Products Covered: Inorganic chemicals, organic compounds, pharmaceuticals, fertilisers, dyes, essential oils and fragrances, soap, explosives, and miscellaneous chemical products (HS Chapters 28, 29, 30, 31, 32, 33, 34, 36, 38; ICS 03.220.20).
National Standard of the P.R.C., Regulations concerning road transport of dangerous goods Part 7: Transport conditions and operational requirements (17 pages, in Chinese).
The draft standard sets out detailed requirements for road transportation operations of dangerous goods, including:
1. suitability and technical specifications of transportation equipment (vehicles, containers, etc.);
2. qualifications, training, and competency requirements for personnel involved;
3. operational procedures during loading, unloading, stowage, segregation, and in-transit handling;
4. emergency response measures, including spill containment, first aid, fire-fighting, and accident reporting protocols.
The standard applies to all road transport operations of dangerous goods in China.
Objective is Protection of human health or safety; protection of animal or plant life or health.
