Beginning January 1, 2027, Vietnam will introduce an absolute excise tax on tobacco products as part of a new roadmap outlined in the 2025 Law on Special Consumption Tax. This marks a significant shift from the previous system, which relied solely on percentage-based taxes. The fixed tax will be applied progressively over five years, increasing annually until 2031. For cigarettes, the tax will start at VND 2,000 per pack in 2027 and rise to VND 10,000 by 2031. Cigars will be taxed at VND 20,000 per cigar in 2027, increasing to VND 100,000 by 2031. Other tobacco products such as shredded tobacco or pipe tobacco will also follow the same rate schedule, beginning at VND 20,000 per 100g or 100ml and reaching VND 100,000 by 2031. Prior to Jan 01, 2026, there were no fixed excise taxes on tobacco. This policy aims to reduce tobacco consumption while boosting public health and government revenues.
