On 13 February 2026, the Department for Environment, Food & Rural Affairs (Defra) updated guidance on authorisation decisions under UK REACH. The authorisation process manages the phased reduction of hazardous substances of very high concern (SVHCs) by allowing temporary use when criteria are met. Applications are submitted to the Health and Safety Executive (HSE), with decisions made by the Secretary of State, including consent from Scottish and Welsh ministers where devolved competence applies. Decisions cover new authorisations, transitional applications under Article 127G, and authorisations carried over from EU REACH. The HSE maintains a database detailing applications, opinions, and decisions. Authorisation ensures that SVHCs are progressively replaced with safer alternatives, and provides transparency on granted, refused, and reviewed applications for UK-based organisations.
