The guidance clarifies obligations when companies merge or acquire brands or businesses from other producers. It outlines how the new or continuing company must register, determine large or small producer status, account for packaging tonnage, pay fees, and manage Packaging Recycling Notes (PRNs) and Packaging Export Recycling Notes (PERNs). Adjusted turnover and packaging tonnage are used to assess producer thresholds for up to two years after a transfer. Large producers must submit additional reporting covering periods before and after mergers or transfers, ensuring recycling obligations and fees are correctly assigned to the new owner. The guidance supports compliance and accurate reporting under the EPR framework.
