On January 13th, 2025, the Shanghai Municipal Market Supervision and Administration Bureau issued the Shanghai Cosmetics Production Enterprise Quality and Safety Risk Classification Management Measures promulgating a risk-based classification system for quality and safety oversight of cosmetics manufacturers. The Measures, formulated in accordance with the Cosmetics Supervision and Administration Regulations, require the collection of enterprise quality safety data, objective and dynamic evaluation of quality safety risk levels, and the establishment of a unified risk classification management system covering information aggregation, graded evaluation, and results application. Under the new regime, enterprises are graded from A to D based on risk and credit indicators, with differentiated regulatory actions ranging from trigger-based inspection for A-level enterprises to intensified supervision for lower-graded enterprises, thereby strengthening targeted oversight of cosmetics production quality and risk control across Shanghai.
