On February 10, 2026, the Scottish Ministers made The Environmental Protection (Wet Wipes Containing Plastic) (Scotland) Regulations 2026 (SSI 2026 No. 75) under section 140 of the Environmental Protection Act 1990, as amended by the Circular Economy (Scotland) Act 2024. The Regulations were laid before the Scottish Parliament on 12 February 2026 and are scheduled to come into force on 11 August 2027.
The instrument introduces a prohibition on the supply of wet wipes containing plastic in Scotland, forming part of broader environmental and circular economy measures aimed at reducing plastic pollution. Prior to adoption, statutory notices were published in the London Gazette and Edinburgh Gazette, and representations were considered in accordance with legal requirements.
The Regulations establish offences, enforcement powers, and related compliance provisions to support implementation.
