On January 1, 2026, New Zealand’s Environmental Protection Authority (EPA) implemented updated rules for importing and manufacturing cosmetic products under the Cosmetic Products Group Standard 2020. The amendments apply to all cosmetic products, including soaps, shampoos, toothpaste, deodorants, perfumes, hair dyes, insect repellents, sunscreens, self-tanning products, and make-up, that contain hazardous ingredients. Non-hazardous products containing hazardous substances are now required to comply with the group standard, improving regulatory clarity and enforcement. Key updates include revised lists of prohibited, restricted, and permitted ingredients, strengthened nanomaterial record-keeping requirements, the phase-out of PFAS (perfluoroalkyl and polyfluoroalkyl substances), and extended transitional arrangements for sunscreens containing more than 10% homosalate. Compliance for all products must be achieved by January 1, 2027, with non-compliant products removed from the market by that date. These changes aim to enhance the safety of cosmetic products in New Zealand while aligning with international regulatory standards.
