Myanmar has notified the World Trade Organization under notification G/TBT/N/MMR/13 of a new labeling requirement for pre-packaged food products (HS Codes 15–22). In accordance with Directive (1/2026) and the implementation of the electronic submission system managed by the Department of Food and Drug Administration, food business operators must display a Food Product Code on the labels of all applicable pre-packaged foods.
The Food Product Code must be obtained through the online Food Product Notification system and may be presented on product labels through direct printing, sticker application, or a QR code. The requirement aims to enhance consumer verification, traceability, and risk-based regulatory control while facilitating improved market access and international trade.
Authorities have provided a grace period of one year and six months for compliance. After this transition period, failure to display the Food Product Code on labels will result in enforcement actions in accordance with Section 31 of the National Food Law.
The measure is intended to enable consumers to easily verify food products, improve transparency and accountability in the food supply chain, and strengthen the regulatory authority’s ability to conduct traceability and risk-based surveillance of pre-packaged foods in Myanmar.
