The Philippine Food and Drug Administration (FDA) has officially adopted the Codex Standard CXS 156-1987 (Rev. 2023) for Follow-Up Formula for Older Infants and Product/Drink for Young Children as a technical regulation . This move aligns national food safety policies with international standards, ensuring better nutritional quality and safety for products targeting children aged 6 months to 3 years. The circular mandates: Strict guidelines for manufacturers, importers, and distributors of milk supplements and follow-up formulas.
Nutritional benchmarks for protein, fats, carbohydrates, vitamins, and minerals in these products.
Ban on partially hydrogenated oils and limits on trans fats and contaminants .
Mandatory licensing and product registration through FDA’s updated electronic system.
Labeling compliance with the Milk Code and other relevant laws to promote breastfeeding and regulate breastmilk substitutes .
The circular also includes transitory provisions allowing existing product registrations and label stocks to be phased out over time, with a six-month grace period for inventory exhaustion.

The FDA will review the policy’s impact within three years and automatically adopt future updates to the Codex standard unless otherwise specified.
