On 11 February 2026, European Chemicals Agency (ECHA) published the results of its pilot enforcement project (ECHA/NR/26/08), revealing serious compliance gaps in the notification of hazardous chemical mixtures to national poison centres under the EU’s Classification, Labelling and Packaging (CLP) Regulation.
Key findings from inspections in 18 EU/EEA countries (1,597 mixtures checked):
1. 19 % of hazardous mixtures were not notified to poison centres at all.
2. 15 % of inspected mixtures lacked the required Unique Formula Identifier (UFI) on the product label.
The UFI is a 16-digit alphanumeric code that enables poison centres to quickly identify a mixture’s composition in poisoning emergencies. Missing notifications and UFIs undermine rapid and effective medical response.
Many non-compliant cases were still under follow-up at the time of reporting.
Chair of the project Working Group, emphasised that missing information seriously impairs emergency response and called for stronger compliance. The report provides recommendations for industry, authorities and consumers. The project aimed to harmonise enforcement across Member States and raise awareness of legal obligations. It focused only on compliance levels; no company or brand names were disclosed.
