European Chemicals Agency (ECHA), European Union, provides a central set of formats and templates to support implementation of the EU REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) and CLP (Classification, Labelling and Packaging) regulations. These documents are designed to help industry stakeholders and authorities prepare regulatory submissions in a consistent, harmonised manner.
For industry users, downloadable templates include:
Chemical Safety Report (CSR) templates, including sections for substances not considered PBT/vPvB and those that are, with guidance on structuring exposure scenarios for industrial, professional and consumer uses.
Annotated Exposure Scenario templates illustrating recommended structure and content;
Templates for applications for authorisation under REACH;
CLP-related templates such as the harmonised classification and labelling (CLH) report format for proposing classification and labelling of substances;
Templates for Weight of Evidence/Uncertainty assessments and WHO/IPCS Mode of Action Analysis to support hazard and mode of action evaluations.
For authorities, ECHA provides templates for regulatory processes such as Annexe XV SVHC reports and Annexe XV restriction reports under REACH, and CLH report templates with explanatory guidance to facilitate harmonised submission and review All templates aim to improve regulatory quality, transparency and data consistency across EU chemical safety assessments.
