On February 2, 2026, the Scientific Committee on Consumer Safety (SCCS) adopted its final scientific advice (SCCS/1686/25) on the safety of thiomersal (Thimerosal) (CAS 54-64-8; EC 200-210-4) and phenylmercuric salts when used as preservatives in cosmetic products. The advice follows a review process that included a minimum eight-week public commenting period.
The Committee evaluated chemical specifications, toxicological data, and hazard endpoints including reproductive toxicity, neurotoxicity, genotoxicity, and exposure assessment. Based on scientific evidence and expert judgement, the SCCS concluded that the current use of thiomersal and phenylmercuric salts as preservatives in cosmetic eye products cannot be considered safe at the concentration levels currently permitted, due to unresolved genotoxicity concerns and insufficient margins of safety.
The opinion provides detailed scientific justification and toxicological assessment and is intended to support the European Commission’s regulatory considerations under the EU Cosmetics Regulation (Regulation (EC) No 1223/2009).
