On 16 January 2026, Announcement No. 6 of 2026 Was Published by the National Medical Products Administration (NMPA) of China. This announcement incorporates 18 standard formulation and revision projects into the Cosmetic Safety Technical Specifications (2015 Edition) following review and approval by the NMPA Cosmetics Standardisation Technical Committee. The updates strengthen cosmetic safety by tightening microbial limits (especially for sensitive product categories such as eye cosmetics, lip cosmetics, and children's cosmetics) and imposing stricter controls or prohibitions on certain chemical substances to better protect consumer health.
Newly added substances (previously not regulated in the 2015 edition):
Butylphenyl methylpropional (also called Butylphenyl methylpropionaldehyde)
Cyclotetrasiloxane (also referred to as Cyclotetrameric dimethylsiloxane or variants like Cyclotetramethrin)
Perfluorooctane sulfonate and its salts (Perfluorooctyl sulfonic acid and its salts)
Perfluorooctanoic acid and its salts
Revised substances (existing limits updated or tightened):
Total viable aerobic microbial count (total bacterial count) limits specific to eye cosmetics, lip cosmetics, and children's cosmetics
Dicycloverine (possibly referring to Dimethyl sulfadiazine or dialkylene-related limits)
4-Methylbenzylidene camphor
6-Amino-m-cresol
Zinc pyrithione
Salicylic acid
Climbazole (Clomidazole)
Methylisothiazolinone

Implementation timeline:
Six standards (total aerobic microbial count limits, Dicycloverine, 4-Methylbenzylidene camphor, 6-Amino-m-cresol, Perfluorooctane sulfonate and its salts, Perfluorooctanoic acid and its salts) take effect January 1, 2027.
The remaining twelve standards (Butylphenyl methylpropional, Cyclotetrasiloxane, Zinc pyrithione, Salicylic acid, Climbazole, Methylisothiazolinone, Polyaminopropyl biguanide, Benzophenone-3, Homosalate, Octocrylene, Toluene-2,5-diamine, Toluene-2,5-diamine sulfate) take effect January 1, 2028.
Cosmetics produced or imported before the respective effective dates may continue to be sold until their expiry date. Registrants, filers, and manufacturers are encouraged to adopt the new standards ahead of schedule
