On December 11, 2025, the National Institutes for Food and Drug Control (NIFDC) publicly released two draft technical guidance documents for naming new cosmetic raw materials, inviting stakeholder comments. The drafts comprise the “Technical Guidance on Naming New Plant-Derived Cosmetic Raw Materials (Draft for Comment)” and the “Technical Guidance on Naming New Fermentation-Derived Cosmetic Raw Materials (Draft for Comment)”, along with accompanying drafting explanations and an opinion feedback form. These guidance drafts have been prepared to support the implementation of relevant national regulations, including the Cosmetics Supervision and Administration Regulation and the rules on cosmetic registration and filing, and to further standardise the naming of innovative cosmetic raw materials. The move aligns with national regulatory efforts to deepen cosmetic supervision reforms, promote high-quality industry development, and ensure clarity and consistency in raw material nomenclature for industry and regulators. Interested parties, including industry experts, manufacturers, and the public, are encouraged to review the draft documents and provide opinions. Feedback is to be submitted via the prescribed opinion feedback form to the designated NIFDC email address.
