On 7 May 2025, Israel notified the WTO of an addendum to its draft regulations titled "Regulations Prohibiting Advertising and Restricting the Marketing of Tobacco and Smoking Products (Health Warnings), 5785-2025." These regulations, following the Ninth Amendment to the Law Prohibiting Advertising and Restricting the Marketing of Tobacco and Smoking Products (5743-1983) published on 27 March 2024, mandate standardized health warnings on tobacco product packaging. The warnings must include both textual messages and graphic images illustrating smoking-related harms. The Ministry of Health, with the Knesset's Economics Committee's approval, will specify the images, their size, shape, placement, and frequency of updates. The addendum changes the comment period to 13 May 2025.
