On June 05, 2025, The U.S. Environmental Protection Agency (EPA) has released draft risk evaluations under the Toxic Substances Control Act (TSCA) for Dibutyl Phthalate (DBP, CASRN 84-74-2) and Diethylhexyl Phthalate (DEHP, CASRN 117-81-7). The assessments, published in June 2025, are open for public comment through August 4, 2025.
Using the best available science, the EPA preliminarily determined that both DBP and DEHP pose unreasonable risks to human health and the environment, particularly under specific conditions of use. These risks apply not only to the general population but also to potentially exposed or susceptible subpopulations, such as workers and vulnerable communities.
The evaluations were conducted without consideration of costs or other non-risk factors, in line with TSCA requirements. Public input will inform the final risk determinations, which may lead to regulatory action or restrictions on certain uses.
Stakeholders, including manufacturers, importers, downstream users, and health/environmental advocates, are encouraged to review the draft documents and submit comments by August 4, 2025.
