The Council and European Parliament have reached a provisional agreement on the "One Substance, One Assessment" (OSOA) package, designed to simplify and harmonize chemical assessments across EU legislation. The package includes three key components:
1. Re-attribution of scientific and technical tasks,
2. Enhanced cooperation between EU agencies, and
3. A new common data platform on chemicals.
The common platform managed by the European Chemicals Agency (ECHA) will integrate data from around 70 pieces of EU legislation, promote transparency, and enable faster identification and regulation of chemical risks. It will also include voluntarily submitted scientific data and information on alternatives to harmful substances.
The agreement ensures public access to non-confidential data and sets guidelines for handling chemical information from medicinal products, including legacy data from the European Medicines Agency (EMA), which will be integrated over time.
A Union-wide human biomonitoring study will be launched within four years to assess chemical exposure among EU citizens, supporting more proactive risk management.
The deal now awaits formal adoption by the Council and Parliament, marking a major milestone in advancing the EU's Chemicals Strategy for Sustainability under the European Green Deal.
